Judge Hiram Puig-Lugo has served on the Superior Court of the District of Columbia since 1999.  He has presided over felony, misdemeanor, juvenile delinquency, civil, child abuse and neglect, domestic relations, and family violence trial calendars.  He served as Presiding Judge of the Family Court from 2014 to 2016.

Judge Puig-Lugo has trained judges and lawyers throughout the United States, Latin America, Japan, and Spain in a variety of topics.  These topics include rule of law, evidence, litigation skills, alternative dispute resolution, international child abduction, human trafficking, and relations between the media and the courts. 

Judge Puig-Lugo has taught at the National Judicial College Pacific Islands Law Institute, American University Washington College of Law, Georgetown University Law Center, UDC David A. Clarke School of Law, George Washington Law School, and University of Puerto Rico Law School.

Judge Puig-Lugo represents the U.S. in the Hague Network of Judges.  He works with colleagues from around the world to promote international collaboration and facilitate domestic compliance with the Hague Convention on the Civil Aspects of International Child Abduction.

Prior to his judicial appointment, Judge Puig-Lugo was a trial attorney with the U.S. Department of Justice, Civil Rights Division, Criminal Section, and the Public Defender Service for the District of Columbia.  He is a graduate of the University of Wisconsin Law School, where he was the first Latino member of the Wisconsin Law Review.  He is from San Germán, Puerto Rico.
